This is a Bill on which you will probably desire to confer with Dr. Mitchell, who will be better qualified than I am to discuss details. I will only draw attention to two points. First, it is proposed in Clause 12 that forfeiture of vessels under this Act could be enforced in the same manner as if they had been seized under the Slave Trade Acts. But so far as it touches foreign vessels, is it not the case that they can only be condemned under the latter Acts by certain mixed Commissions which are appointed by the respective Governments concerned only for Slave Trade questions, and which cannot be expected to take cognizance of an entirely different ...
